As políticas brasileiras de combate às drogas: um olhar a partir dos problemas originários da colômbia

Abstract

O fim do confronto bipolar evidenciou a necessidade dos Estados de repensar os mecanismos para lidarem com as novas ameaças que, por sua capacidade difusora, não respeitam os limites das fronteiras nacionais. Dentre as novas ameaças, o narcotráfico é um dos principais problemas enfrentados pela região sul-americana, pois ela conglomera os três maiores produtores mundiais de droga - Colômbia, Peru e Bolívia. A questão das drogas na Colômbia é ainda mais preocupante, tendo em vista que o país perpassa por um conflito armado latente, pela atuação das guerrilhas, e pela utilização do tráfico de drogas por estes grupos como fonte de financiamento para a sua luta armada. Soma-se a isso a incisiva presença norte-americana para a resolução dos problemas domésticos colombianos através da "exportação" de sua agenda de segurança à Colômbia, o que desencadeou na militarização do combate às drogas, às guerrilhas e ao terrorismo internacional. Neste cenário, aponta-se como objetivo dessa dissertação discorrer sobre as respostas do Brasil ao tráfico de drogas, ameaça securitizada e combatida militarmente na Colômbia e que tem afetado a fronteira entre os dois países. Pontua-se, no âmbito político e militar, as ações brasileiras para reprimir e coibir às drogas, iniciativas que têm buscado aumentar a presença do Estado brasileiro na região amazônica a fim de manter a segurança e a defesa do território nacional frente às novas ameaças e resguardar a soberania do país em uma região considerada estratégica aos interesses nacionais.<br>

Abstract : The end of bipolar confrontation showed the need for States to rethink the mechanisms to deal with the new threats that, in diffusing capacity, don't respect the limits of national borders. Among the new threats, drug trafficking is a major problem faced by the South American region, because it conglomerates the three largest producers of drug - Colombia, Peru and Bolivia. The issue of drugs in Colombia is even more worrying, given that the country permeates a latent armed conflict, the activities of the guerrillas, and the use of drug trafficking by these groups as a source of funding for their armed struggle. Added to this incisive U.S. presence for the resolution of the Colombian domestic problems through the "export" of its security agenda to Colombia, what triggered the militarization of the war on drugs, the guerrillas and international terrorism. In this scenario, it is pointed out the objective of this dissertation discuss the responses of Brazil to drug trafficking, securitized threat and fought militarily in Colombia and that has affected the border between the two countries. It is pointed out, in political and military scope, Brazilian actions to suppress and restrain drug initiatives that have sought to increase the presence of the Brazilian state in the Amazon region in order to maintain the security and defense of the national territory forward to the new threats and protect the country's sovereignty in a region considered strategic to national interests.
