Políticas linguísticas e tradutores e intérpretes do par libras/português brasileiro: implicações na formação profissional em decorrência da legislação brasileira

Abstract

Esta dissertação se propôs a análise da legislação federal brasileira vigente que trata sobre a formação de tradutores e intérpretes de Libras/PB, especificamente no que rege a atuação no contexto educacional, a fim de estabelecer e refletir as questões críticas que emergem nos documentos legais de modo determinantes e/ou influenciadoras com relação à formação profissional. Foram identificados três documentos legais que tratavam sobre a temática e estes compuseram o corpus de dados analisados nessa pesquisa, são eles: o decreto federal 5.626 de 2005, a lei federal 12.319 de 2010 e a lei federal 13.146 de 2015. A análise foi fundamentada pela base teórica de duas áreas, em Políticas Linguísticas (RAJAGOPALAN, 2013; CALVET, 2007; QUADROS, 2012; MORELLO, 2012; SANTOS, 2015a, 2015b) e a Competência Tradutória na Formação de Tradutores e Intérpretes de Libras (HURTADO ALBIR, 2005, 2011, 2017; RODRIGUES, 2018; GONÇALVES, 2015; GONÇALVES, MACHADO, 2006). A articulação e os descompassos entre os documentos legais analisados revelam a falta de planejamento linguístico para a área de Tradução e Interpretação de Libras/PB ao longo dos dez anos analisados, intervalo temporal entre 2005 e 2015. Dentre as divergências analisadas, a que se sobressai é a possibilidade de formação em dois níveis de ensino que são equiparadas como exigência mínima para a atuação na área de Tradução e Interpretação de Libras/PB, sem diferenciar o que compete a cada profissional com formação distinta. As políticas públicas apresentam grande impacto para a formação de tradutores e intérpretes de Libras/PB, pois são elas que demandam e estabelecem o seu modo de operacionalização no contexto brasileiro. É necessário compreender as questões de ordem histórico, social e política que envolvem a Libras e as pessoas surdas e suas articulações, pois é a partir delas que emergem as questões críticas em torno da formação de tradutores e intérpretes de Libras/PB. Devemos considerar nessa análise as políticas públicas enquanto línguas minoritárias e ligadas a um grupo que historicamente é subalternizado devido a deficiência que os caracterizam perante a legislação. Ao longo dos anos percebemos avanços importantes para a área de Tradução e Interpretação de Libras/PB, conforme avança os movimentos políticos e direitos das pessoas surdas em relação a Libras. Ao mesmo tempo, os surdos têm cada vez mais exigido qualidade nos serviços de tradução e interpretação que consomem, portanto, a formação de tradutores e intérpretes de Libras/PB torna-se cada vez mais essencial para o desenvolvimento da competência tradutória dos profissionais da área.

Abstract : This dissertation proposed the analysis of current Brazilian federal legislation that deals with the training of translators and interpreters of Libras / PB, specifically in what governs the performance in the educational context, in order to establish and reflect the critical issues that emerge in the legal documents and / or influences in relation to vocational training. Three legal documents that dealt with the subject matter were identified and these composed the corpus of data analyzed in this research: federal decree 5,626 of 2005, federal law 12,319 of 2010 and federal law 13,146 of 2015. The analysis was based on the (HURTADO ALBIR, 2005), which is the theoretical basis of two areas, in Linguistic Political (RAJAGOPALAN, 2013, CALVET, 2007, QUADROS, 2012, MORELLO, 2012, SANTOS, 2015a, 2015b) and Translate Competence in the Training of Translators and Interpreters of Libras 2011, 2017; RODRIGUES, 2018; GONÇALVES, 2015; GONÇALVES, MACHADO, 2006). The articulation and the disorder between the analyzed legal documents reveal the lack of linguistic planning for the area of Translation and Interpretation of Libras / PB over the ten years analyzed, time interval between 2005 and 2015. Among the divergences analyzed, which stands out is the possibility of training in two levels of education that are equated as a minimum requirement for acting in the area of Translation and Interpretation of Libras / PB, without differentiating what is the responsibility of each professional with different training. Public political have a great impact on the training of translators and interpreters in Libras / PB, since they are the ones that demand and establish their mode of operation in the Brazilian context. It is necessary to understand the historical, social and political issues that surround Libras and deaf people and their articulations, since it is from these that the critical questions emerge about the formation of translators and interpreters of Libras / PB. In this analysis we must consider public political as minority languages and linked to a group that historically is subordinated due to the deficiency that characterize them before the legislation. Over the years we have noticed important advances in the area of Translation and Interpretation of Libras / PB, as the political movements and rights of the deaf people in relation Libras. At the same time, deaf people are increasingly demanding quality in the translation and interpretation services that they consume, so the training of translators and interpreters of Libras / PB becomes increasingly essential for the development of translators' competence in the area.
