POLÍTICAS PÚBLICAS PARA MUSEUS EM FLORIANÓPOLIS: uma análise pontual do Programa de Capacitação Museológica

Abstract

O estudo investiga a eficácia do Programa de Capacitação Museológica (PCM), oferecido pelo Sistema Estadual de Museus de Santa Catarina (SEM/SC) entre os anos 2011 e 2014, através da análise pontual em três instituições museais da Grande Florianópolis: Museu do Lixo, Casa da Memória e Museu Histórico Municipal de São José. Se trata de uma pesquisa quali-quantitativa, que buscou não só coletar mais informações sobre o campo museal em Florianópolis, assim como contribuiu para o banco de dados das instituições museais selecionadas, como buscou levantar importantes informações que fortalecem o campo museal na cidade e ajudam a compreender melhor as instituições selecionadas, com suas especificidades e seus desafios. Com base nas lacunas encontradas no Cadastro Catarinense de Museus (CCM), foram elaboradas questões através de um questionário aplicado às instituições selecionadas, sendo possível, ao final da pesquisa, coletar informações específicas de cada instituição. Para além desta metodologia e, para ajudar a compreender melhor as políticas públicas para museus em Florianópolis, também foram aplicadas entrevistas por escrito com o responsável pelo SEM/SC, e outros dois convidados atuantes no campo museal catarinense, que contribuíram para a implementação do PCM no estado. Tendo uma proposta inicial de fazer uma análise das ações do PCM nas instituições escolhidas, os resultados obtidos possibilitaram a compreensão mais ampla da situação dos museus da Grande Florianópolis e da real atuação do poder público, apresentando um panorama nacional que vem historicamente se consolidando e interrompendo em diversos momentos o desenvolvimento cultural em todo país. A pesquisa também vem como uma contribuição, às poucas que foram feitas até então, relacionadas às políticas públicas para museus no estado, sendo mesmo assim, até então, de número insuficiente para compreender os processos que vêm sendo desenvolvidos.

The study investigates the effectiveness of Museological Training Program , offered by Santa Catarina State Museum System between years 2011 to 2014, through punctual analysis in three institutions museal in the Big Florianópolis: Garbage Museum, House of Memory and São José Municipal Historical Museum. It is a quali-quantitative research, that sought not only to collect more information about museal field in Florianópolis, as well as contributed to the database of the selected museologicals institutions, how it sought to raise important information that strengthens the museum field in the city and helps to better understand the selected institutions with its specificities and challenges. Based on the gaps found in the Santa Catarina Museums Registration, questions were elaborated through a questionnaire applied to the selected institutions, being possible, at the end of the research, to collect information specific to each institution. In addition to this methodology and, to help better understand public policies for museums in Florianópolis, written interviews were also carried out with the person responsible for Santa Catarina State Museum System and two other guests active in the Santa Catarina museum field, who contributed to the implementation of the Museological Training Program in the state. Having an initial proposal for make an analysis of the actions of the Museological Training Program in the chosen institutions, the results obtained made it possible to understand a broader understanding of the situation of museums in Greater Florianópolis and the real performance of the public authorities, presenting a national panorama that has coming historically been consolidating and interrupting at various times cultural development across the country. The research also comes as a contribution, of the few that have been made so far, related to public policies for museums in the state, being even so, until then, of insufficient number to understand the processes that are being developed.
