Tribunal de Contas de Santa Catarina e o Plano Nacional de Educação: um novo padrão de atuação no campo educacional

Abstract

A presente dissertação visa analisar e identificar o novo padrão de atuação do Tribunal de Contas de Santa Catarina (TCE/SC), no campo educacional, a partir do projeto denominado ?TCE ? Educação?, que engendrou a participação de diferentes instituições e agentes. Essa nova atuação é caracterizada pela capacidade do TCE/SC de sair de uma fiscalização pautada em aspectos estritamente financeiros e quantitativos, para uma análise que também engloba aspectos qualitativos e pedagógicos. O argumento central é que esse novo padrão só foi possível pela influência da trajetória institucional e histórica do TCE/SC e sua aproximação com o Plano Nacional de Educação (2014/2024) ? analisadas por meio do suporte teórico do neoinstitucionalismo histórico. Aliado aos fatores institucionais, o estudo busca, igualmente, evidenciar os condicionantes das origens e trajetórias sociais dos agentes específicos, com afinidades de habitus, que estruturaram as dinâmicas interacionais no projeto, desde sua formação à implementação ? analisadas através do suporte teórico de Pierre Bourdieu. Para isso, o presente estudo baseou-se em entrevistas semiestruturadas e em profundidade, com representantes do TCE/SC e demais instituições envolvidas, e também, na análise de documentos oficiais e as informações encontradas no sítio eletrônico da instituição. Os resultados das análises desses materiais confirmam nossa hipótese de que o TCE/SC modificou seus posicionamentos historicamente adotados no campo educacional e engendrou o novo padrão de atuação nesse campo.

Abstract: This study aims to analyze the action?s new standard in the educational field from the Project called ?TCE ? Education? of the Accounts Court of Santa Catarina (TCE/SC). TCE-Education composed the participation of different institutions and agents. This new performance is characterized by the capacity of the TCE/SC to leave an inspection based on strictly financial and quantitative aspects, to an analysis that also includes qualitative and pedagogical aspects. The central argument is that this new pattern was only possible due to the influence of the institutional and historical trajectory of TCE/SC and its approximation with the National Education Plan (2014/2024) - analyzed through the theoretical support of historical neoinstitutionalism. Associated with institutional factors, the study also seeks to highlight the conditioning factors of the origins and social trajectories of specific agents, with affinities of habitus, which structured the interactional dynamics of the projects, from its formation to its implementation ? analyzed from the theoretical support of Pierre Bourdieu. The present study was based on semi-structured and in-depth interviews with the representatives of the TCE/SC and of other institutions involved, and also, on the analysis of official documents and the information found on the institution's website. The result of the material analysis confirms our hypothesis that TCE/SC modified its historically positions adopted in the educational field and engendered the new standard of performance in this field.
