Da Função Social do Patrimônio Cultural: estratégias projetuais na reabilitação de casarios do triângulo central a usos cotidianos

Abstract

Pouco se discute a reabilitação de edificações subutilizadas frente à necessidade de habitação em áreas centrais, que se aproveita da infraestrutura, boa localização, acessibilidade e presença de equipamentos e serviços. Justifica-se a pouca aplicação desta experiência o valor dessas áreas centrais, um empecilho à prática urbana mais sustentável - responsabilidade de agentes da construção civil -, porém percebido que se há uma estrutura já estabelecida, o valor que seria investido nisso pode ser abatido no valor do imóvel, ou negociado junto ao Estado incentivos construtivos para a viabilidade da edificação. A falta de domínio técnico é outro item que faz com que o mercado da reabilitação de edificações seja subestimado. O presente trabalho de conclusão de curso procura observar as diversas possibilidades de usos não culturais do patrimônio cultural de natureza material e sua dinâmica no tecido urbano já consolidado, como também sua ativa função social na aplicabilidade em habitação de interesse social associado a usos mistos da edificação. A dinâmica do trabalho parte do pressuposto do entendimento prévio e global do significado do patrimônio histórico-cultural, partindo então desmembrar a essência de casos brasileiros em seus variados contextos e a legislação pertinente a estas edificações em específico.

It is a little bit hard the discussion about the rehabilitation of underutilized buildings in view of the need for housing in central areas, which takes advantage of infrastructure, good location, accessibility and the presence of equipment and services. There is little justification for the application of this experience, the value of these central areas, an obstacle to more sustainable urban practice - responsibility of civil construction agents -, but it is realized that if there is an already established structure, the value that would be invested in it can be reduced in value of the property, or negotiated with the State constructive incentives for the viability of the building. The lack of technical mastery is another item that makes the building rehabilitation market underestimated. The present work of conclusion of the course seeks to observe the different possibilities of non-cultural uses of cultural heritage of a material nature and its dynamics in the already consolidated urban fabric, as well as its active social function in the applicability in social housing associated with mixed uses of the building . The dynamics of the work starts from the assumption of the previous and global understanding of the meaning of the historical-cultural heritage, starting from dismembering the essence of Brazilian cases in their varied contexts and the legislation pertinent to these specific buildings.
