The definition of citizenship, originally associated with the inhabitant of the city, has been
transformed throughout history, nevertheless never dissociated from the intrinsic relation with the
city. Today, the concept is approaching the notion of democracy and the promotion of citizens'
rights, including the right to the city itself. Henri Lefèbvre, who created that conception, explained
it as the right of freedom, socialization, to habitat and to inhabit. In Brazil, this democratic
amplitude is sown after the Constitution of 1988, with the Statute of Cities which, however, is much criticized. Meanwhile, new initiatives appear, based on citizen empowerment, and among which the
Local Agenda 21 and Tactical Urbanism stand out. In this sense, the research explores the
different mechanisms used in the two models highlighted, in order to find evidence of the promotion
of the right to the city. On that way, the dialectical method is used to elucidate experiences that
reveal the directives guiding these experiences. |
