According to the contemporary point of view, urban planning is an efficient mechanism for implementing the planning and development of Brazilian cities since their colonization, going through different phases and major overcomings. From the consolidation of the Federal Constitution of 1988, some instruments are assumed that must be applied by public managers for the implementation of this urban planning focused on the sustainability of cities. In this sense, the present article aims, through a theoretical construct and a case study, to reflect on urban planning in Brazil and in the medium-sized cities of Ijuí, Santo ngelo and Santa Rosa located in the Northwest Region of RS regarding the instruments territorial regulations and interrelationships with urban planning. To meet the research objectives, the study is fundamentally structured in two stages: Conceptual field and Case Study. Regarding the study carried out in the three medium-sized cities, it was observed that the municipalities present an idealization of urban development, often wrong, because the city changes on a daily basis according to the needs of the population and does not obey constant guidelines. in specific legislation De acordo com o ponto de vista contemporâneo o planejamento urbano é um mecanismo eficiente de concretização do planejamento e desenvolvimento das cidades brasileiras desde a sua colonização, passando por fases distintas e grandes superações. A partir da consolidação da Constituição Federal de 1988, pressupõem-se alguns instrumentos que devem ser aplicados pelos gestores públicos para a implementação desse planejamento urbano voltado para a sustentabilidade das cidades. Nesse sentido o presente artigo tem como objetivo, por meio de um constructo teórico e estudo de caso, refletir sobre o planejamento urbano no Brasil e nas cidades médias de Ijuí, Santo Ângelo e Santa Rosa localizadas na Região Noroeste do RS ao que tange os instrumentos normativos territoriais e as inter-relações com o planejamento urbano. Para dar conta dos objetivos da pesquisa, o estudo está estruturado fundamentalmente em duas etapas: Campo conceitual e Estudo de Caso. Com relação ao estudo desenvolvido nas três cidades médias, observou-se que os municípios apresentam uma idealização do desenvolvimento urbano, muitas vezes equivocada, porque a cidade vai se modificando no dia-a-dia conforme as necessidades da população e não obedecendo a diretrizes constantes em uma legislação específica. |
