O crescimento urbano do município de Araquari/SC pós anos 2000: elementos estruturantes

Abstract

Até o fim do século XX, o protagonismo econômico da região norte de Santa Catarina era dado aos municípios de Joinville e São Francisco do Sul, enquanto Araquari/SC mantinha sua estrutura comercial fundamentada, sobretudo, na agricultura. Embora tenha permanecido por muito tempo como um local de passagem entre municípios economicamente mais desenvolvidos, após o início dos anos 2000 a proximidade de Araquari com essas infraestruturas torna a posição do município estratégica e atrativa ao capital devido à subsídios públicos como isenção fiscal de impostos (IPTU e ISS) bem como, a disponibilidade de terras a baixo custo, disponibilidade de mão de obra qualificada e iniciativas municipais, como de incentivo à regularização fundiária. Que, dentre outras condições, facilitaram o estabelecimento de empreendimentos industriais, loteamentos residenciais e unidades comerciais às margens das rodovias BR-101, e principalmente, da BR- 280, colocando o município entre os que mais cresceram no estado. Dessa forma, a presente pesquisa tem como objetivo investigar o processo de urbanização no município de Araquari a partir dos seus elementos estruturantes, incluindo a expansão industrial e as políticas de incentivo ao desenvolvimento econômico. O estudo, é fundamentado no levantamento da conjuntura econômica e social que possibilitou a transformação do espaço urbano em duas décadas. Portanto, para o alcance a este objetivo, em um primeiro momento é realizado o reconhecimento da formação econômica e socioespacial da região de Joinville, como forma de compreender a conjuntura que estruturou a recente transformação do espaço urbano. Na sequência, a autora apresenta uma caracterização do objeto de estudo a partir da análise de indicadores econômicos, mão de obra assalariada e uso do solo. Por fim, discorre diretamente sobre os fatores de incentivo ao crescimento acelerado do município.

Abstract: Until the end of the 20th century, the economic role of the northern region of Santa Catarina was given to the municipalities of Joinville and São Francisco do Sul, while Araquari/SC maintained its commercial structure based, above all, on agriculture. Although it remained for a long time as a place of passage between more economically developed municipalities, after the beginning of the 2000s, Araquari's proximity to these infrastructures makes the municipality's position strategic and attractive to capital due to public subsidies such as tax exemption (IPTU and ISS) as well as the availability of land at low cost, availability of skilled labor and municipal initiatives, such as encouraging land tenure regularization. Which, among other conditions, facilitated the establishment of industrial enterprises, residential subdivisions and commercial units on the banks of the BR-101 highways, and especially the BR-280, placing the municipality among the ones that grew the most in the state. Thus, the present research aims to investigate the urbanization process in the municipality of Araquari from its structuring elements, including industrial expansion and policies to encourage economic development. The study is based on the survey of the economic and social situation that enabled the transformation of urban space in two decades. Therefore, in order to reach this objective, at first, the economic and socio-spatial formation of the Joinville region is recognized, as a way of understanding the conjuncture that structured the recent transformation of urban space. Subsequently, the author presents a characterization of the object of study from the analysis of economic indicators, wage labor and land use. Finally, it discusses directly the factors that encourage the accelerated growth of the municipality.
