Previdência social do Brasil: a necessária reforma de 2019

Abstract

O presente trabalho tem por objetivo discutir a evolução do sistema previdenciário brasileiro, principalmente o Regime Geral de Previdência Social (RGPS), e analisar as distorções que levaram ao problema de um déficit atuarial e financeiro nos últimos anos. Foi analisada a reforma da previdência, feita em 2019 com a intenção de mitigar o crescimento do déficit no sistema previdenciário. Na pesquisa, foram utilizadas referências bibliográficas especializadas e os dados públicos para evidenciar as distorções do RGPS e as discussões acerca das possibilidades reformistas. Os resultados sugerem que a atual reforma aprovada foi essencial para amenizar o crescimento do déficit, porém, pontos importantes precisam ser discutidos e reformulados num futuro próximo devido à aceleração das mudanças no mercado de trabalho e demografia.

This paper aims to discuss the evolution of the Brazilian social security system, mainly the General Social Security System (RGPS), and to analyze the distortions that led to the problem of an actuarial and financial deficit in recent years. The pension reform, carried out in 2019 with the intention of mitigating the growth of the deficit in the pension system, was analyzed. In the research, specialized bibliographical references and public data were used to highlight the distortions of the RGPS and the discussions about the reformist possibilities. The results suggest that the current approved reform was essential to soften the growth of the deficit, however, important points need to be discussed and reformulated in the near future due to the acceleration of changes in the labor market and demography.
