Mulheres na política, política para mulheres? Análise dos projetos de lei da bancada feminina no período 2019-2022

Abstract

A ocupação, pelas mulheres, de espaços públicos é um assunto que vem sendo cada vez mais discutido em nossa sociedade e no âmbito acadêmico. Para entender como este fenômeno se associa à ação política, o presente trabalho tem como objetivo analisar os projetos de lei submetidos e aprovados durante a 56ª Legislatura da Câmara dos Deputados e do Senado Federal (período de 2019 a 2022) que tenham como foco social e econômico as mulheres brasileiras, evidenciando o espaço dessa pauta na proposição política das legisladoras. Ao resgatar a trajetória histórica das mulheres e a invisibilidade de sua contribuição social na forma de atividades reprodutivas, que limitam sua inserção na atividade política, é possível entender a configuração recente da bancada feminina, bem como a orientação dos projetos criados no período considerado. Apesar de muitas leis tratarem de temáticas relevantes e que são focadas na promoção do bem-estar da mulher, especialmente aquelas ligadas à saúde e à proteção de caráter emergencial relacionada à violência doméstica, pouco é feito para sustentar e modificar a situação delas em termos econômicos.

The occupation, by women, of public spaces is a subject that has been increasingly discussed in our society and in academia. To understand how this phenomenon is associated with political action, the present work aims to analyze the bills submitted and approved during the 56th Legislature of the Chamber of Deputies and the Federal Senate (period from 2019 to 2022) that have a social and social focus. Brazilian women, highlighting the space of this issue in the political proposition of legislators. By rescuing the historical trajectory of women and the invisibility of their social contribution in the form of reproductive activities, which limit their insertion in political activity, it is possible to understand the recent configuration of the women's caucus, as well as the orientation of the projects created in the period considered. Although many laws address relevant issues and are focused on promoting women's well-being, especially those linked to health and emergency protection related to domestic violence, little is done to sustain and modify their situation in economic terms.
