A Universidade na política para pensar as desigualdades regionais: O caso da universidade federal de Santa Catarina em Curitibanos

Abstract

O presente estudo teve como objetivo discutir as interações da UFSC de Curitibanos com a sua região. A partir disso, propomos uma reflexão sobre como a instituição tem contornado desafios locais para contribuir na promoção de capacidades inovativas numa região periférica. Os objetivos específicos, que organizam os capítulos deste trabalho, consistem em investigar o baixo dinamismo populacional e econômico da região geográfica intermediária de Lages, compreender, a partir da ideia de sistema territorial de inovação, a capacidade inovativa em regiões periféricas e a desconcentração das universidades demonstrando os casos da UFGD, UFC, UFSC e por fim apresentar as interações da UFSC de Curitibanos com sua respectiva região. A metodologia da pesquisa foi pautada em entrevistas semi estruturadas, base de dados da RAIS, artigos de imprensa, dados do IBGE e revisão de literatura. Como resultado, percebe-se três níveis principais de interação da UFSC com sua região, e um nível que extrapola o âmbito regional, sendo: 1) Interação com a sociedade civil; 2) Interação com a pequena produção voltada para o meio ambiente; 3) Interação com o setor florestal; 4) Inserção com outras redes de conhecimento. Cada uma dessas interações envolve projetos de pesquisa e parcerias que remetem a discussão sobre a organização de um sistema territorial de inovação numa região periférica. Ao final, reflete-se sobre a universidade na política para pensar as desigualdades regionais a partir do contexto da inovação.

The present study aimed to discuss the interactions of UFSC in Curitibanos with its region. Based on this, we propose a reflection on how the institution has addressed local challenges to contribute to the promotion of innovative capabilities in a peripheral region. The specific objectives, which organize the chapters of this work, consist of investigating the low population and economic dynamism of the intermediate geographic region of Lages, understanding, based on the idea of a territorial innovation system, the innovative capacity in peripheral regions and the decentralization of universities, demonstrating the cases of UFGD, UFC, and UFSC, and finally presenting the interactions of UFSC in Curitibanos with its respective region. The research methodology was based on semi-structured interviews, RAIS database, press articles, IBGE data, and literature review. As a result, three main levels of interaction between UFSC and its region were identified, along with one level that extends beyond the regional scope, namely: 1) Interaction with civil society; 2) Interaction with small-scale production focused on the environment; 3) Interaction with the forestry sector; 4) Engagement with other knowledge networks. Each of these interactions involves research projects and partnerships that contribute to the discussion on the organization of a territorial innovation system in a peripheral region. In conclusion, the study reflects on the role of universities in policy-making to address regional inequalities within the context of innovation.
