O discurso de reintegração social de pessoas privadas de liberdade no Brasil

Abstract

No presente trabalho abordaremos a reintegração social de pessoas privadas de liberdade no Brasil. Pretendemos aqui compreendê-la como discurso, na tentativa de promover discussões em torno do que toda a engenharia envolvida na reintegração social de pessoas privadas de liberdade, de fato, significa. O que a reintegração social de pessoas privadas de liberdade pretende dizer/denunciar em sua essência. Pretendemos, portanto, entender o que, de fato, o seu discurso expressa. Como ele se apresenta e se manifesta na realidade, bem como como foi forjado e como se sustenta na atualidade, gerando efeitos que influenciam, por vezes, a dinâmica das instituições, dos serviços e das profissões, como o caso do Serviço Social. Buscamos, assim, acessar a essência do discurso de reintegração social a partir da maneira como este discurso é forjado na aparência. A partir da forma como este discurso aparece na prisão, para os presos, para a sociedade, instituições e como é registrado e documentado, a partir de Relatórios, Planos, projetos, legislações e ações governamentais desenvolvidas e implementadas nos estados pesquisados (Amazonas, Ceará, Distrito Federal, Minas Gerais e Santa Catarina). Para tanto, partirmos da hipótese de que a reintegração social é um discurso, considerando apresentar os três aspectos elementares que assim o caracterizam: a formação discursiva, o enunciado e a prática discursiva, tal como preconiza Foucault (2008). Tais elementos que conformam o discurso nos auxiliarão no processo de compreensão do que elucidamos como a fundamentação, sustentação e organização do discurso de reintegração social de pessoas privadas de liberdade. Consideramos, dessa forma, que como um discurso de poder, imbuído de aspectos específicos que o caracterizam como tal, assim a reintegração social de pessoas privadas de liberdade se manifesta, atravessada pelas contradições da realidade social e histórica brasileiras e refletindo as dissonâncias que perfazem as instituições e o próprio mito fundador brasileiro.

Abstract: In this paper, we will address the social reintegration of people deprived of liberty in Brazil. We intend to understand it as a discourse, in an attempt to promote discussions around what all the engineering involved in the social reintegration of people deprived of liberty actually means. What the social reintegration of people deprived of liberty intends to say/denounce in its essence. We therefore intend to understand what this discourse actually expresses: how it presents itself and manifests itself in reality, as well as how it was forged and how it is sustained today, generating effects that sometimes influence the dynamics of institutions, services, and professions, such as Social Work. We thus seek to access the essence of the social reintegration discourse through the way this discourse is forged in appearance. We examine how this discourse appears in prison, for prisoners, for society, and for institutions, and how it is recorded and documented, based on reports, plans, projects, legislation, and government actions developed and implemented in the states studied (Amazonas, Ceará, Distrito Federal, Minas Gerais, and Santa Catarina). To this end, we begin with the hypothesis that social reintegration is a discourse, considering the three elementary aspects that characterize it: discursive formation, the statement, and discursive practice, as advocated by Foucault (2008). These elements that shape the discourse will help us in the process of understanding what we elucidate as the foundation, support, and organization of the discourse of social reintegration of individuals deprived of liberty. We therefore consider that the social reintegration of people deprived of liberty manifests itself as a discourse of power, imbued with specific aspects that characterize it as such, permeated by the contradictions of Brazilian social and historical reality and reflecting the dissonances that characterize Brazilian institutions and the founding myth itself.
