A fixação da barra do Rio Araranguá, SC: disputas, desastres e história ambiental (1896-2014)

Abstract

A presente pesquisa centra-se em analisar as propostas de Fixação da Barra do Rio Araranguá enquanto alternativa para prevenir e mitigar a ocorrência de enchentes e inundações no município de Araranguá, Santa Catarina. Para isto, salienta-se o seguinte recorte temporal: primeiro, situado entre 1896-1916. Neste momento, a justificativa para o empreendimento se dava exclusivamente sob o ponto de vista econômico, julgava-se necessário construir válvulas sólidas para escoar os produtos econômicos do município de Araranguá e região. Entre as décadas de 1920-1960, o projeto é engavetado devido a extensão do trecho Sul da EFDTC que ligara os municípios de Araranguá/Criciúma, possibilitando por quatro décadas o transporte seguro tanto do contingente populacional regional, quanto de suas produções. Porém, a partir da segunda metade do século XX, sem esquecer da ascensão dos impactos provocados pelas mudanças climáticas, em conjunto com particularidades de âmbito local, delineia-se um aumento vertiginoso na ocorrência de desastres socioambientais em Araranguá, sobretudo causado por enchentes e inundações. Neste contexto, o projeto de Fixação da Barra do Rio Araranguá novamente é elencado, agora, como meio para sanar as problemáticas socioambientais presentes no município. Desta forma, destaca-se o segundo recorte temporal que estende-se entre 1974-2014. Ao mesmo tempo em que o projeto obteve apoio de boa parte da sociedade civil e imprensa, conseguindo a administração pública municipal, no ano de 2009, o financiamento para a realização da obra mediante articulação com o Governo Federal. Alguns problemas foram suscitados com relação ao possível local de sua realização. Primeiro, destaca-se o intento da Prefeitura Municipal de Araranguá ao defender a alternativa 1 para realizar a Fixação da Barra do Rio Araranguá em frente a Comunidade do Morro Agudo. Segundo, salienta-se a discordância efetuada pela Comunidade Pesqueira de Ilhas que alegou que tal alternativa traria impactos profundos ao seu modo de vida, inclusive, podendo tornar a Comunidade inabitável dentro de algumas décadas. Para isto, propôs realizar a obra de acordo com alternativa 2, contida no EIA-RIMA construído. E, terceiro, analisou-se as diversas inconsistências presentes no projeto, que não apresentou de modo concreto dados que atestassem a efetividade em prevenir e mitigar novas ocorrências de enchentes e inundações, que fizeram com que o MPF e Ibama rejeitassem o licenciamento ambiental para realizar a obra.

Abstract: This research focuses on analyzing the proposals to Fix the Estuary of the Araranguá River as an alternative to prevent and mitigate the occurrence of floods in the city of Araranguá, Santa Catarina. For this, the following time frame is highlighted: first, between 1896-1916. At this time, the justification for the project was exclusively from an economic point of view; it was thought necessary to build solid valves to drain the economic products of the city of Araranguá and the region. Between the 1920s and 1960s, the project was shelved due to the extension of the southern section of the EFDTC that connected the cities of Araranguá/ Criciúma, making the safe transportation of both the regional population and its production a possibility for four decades. However, from the second half of the 20th century, without forgetting the increase in the impacts caused by climate change, together with local particularities, there was a vertiginous increase in the occurrence of socio-environmental disasters in Araranguá, mainly caused by floods and inundations. In this context, the Estuary of the Araranguá River Fixation project is once again listed as a means to solve the socio-environmental problems present in the city. Thus, the second time frame, which extends from 1974 to 2014, stands out. At the same time, the project received support from a large part of civil society and the press, and in 2009 the city government obtained financing to carry out the project through coordination with the Federal Government. Some problems were raised regarding the possible location for its implementation. First, it is highlighted the intention of the city Government of Araranguá in defending alternative 1 to carry out the Fixation of the Estuary of the Araranguá River across from the Community of Morro Agudo. Second, it is pointed out the disagreement made by the Fishing Community of Ilhas, which claimed that such an alternative would have profound impacts on their way of life, including the possibility of making the Community uninhabitable within a few decades. To this end, it was proposed to carry out the work according with alternative 2, contained in the constructed EIA-RIMA. And, thirdly, the various inconsistencies present in the project were analyzed, which did not present concrete data that attested to the effectiveness in preventing and mitigating new occurrences of floods and inundations, which caused the MPF and Ibama to reject the environmental licensing to carry out the work.
