Ocupação urbana em área costeira: a interface urbano-ambiental na orla marítima do Campeche, Ilha de Santa Catarina

Abstract

A presente pesquisa aborda as ocupações urbanas em áreas costeiras, apresentando o litoral catarinense e a Ilha de Santa Catarina até enfocar a localidade do Campeche. Propõem-se trabalhar a interface urbano-ambiental pela identificação e caracterização das relações estabelecidas entre as diferentes formas de ocupação urbana atuais da orla marítima do Campeche com o ambiente natural, a partir de critérios urbano-ambientais. Para tal é apresentada uma retomada histórica do processo de ocupação urbana litorânea na Ilha de Santa Catarina, a caracterização dos elementos naturais da orla marítima do Campeche, destacando suas particularidades relacionadas às Áreas de Preservação Permanente, as formas de ocupação do espaço neste e a legislação ambiental incidente na área de estudo frente à realidade instalada no local. São, portanto, caracterizados os aspectos ambientais e urbanísticos, na escala do território do Campeche e na escala local de seis trechos selecionados ao longo da orla marítima deste, a partir da leitura da sua morfologia urbana e seus usos. Com base na revisão bibliográfica acerca de conceitos sobre a abordagem ambiental e urbana e a caracterização e análise da área de estudo, é possível traçar considerações partindo da escala local para a totalidade do território, ou seja, pensando o todo a partir de suas partes; assim como buscando compreender os trechos selecionados como partes de um todo estruturado e articulado a fim de compor um único território, e não tratado ambiental e urbanisticamente de forma fragmentada.

The present research approaches the urban occupations in coastal areas, presenting the catarinense coast and the Island of Santa Catarina until focusing the locality of the Campeche. It is considered to work the urban-ambient interface for the identification and characterization of the relations established between the different current forms of urban occupation with the natural environment of the maritime beach seafront of the Campeche, from urban-ambient criteria. For that, one retaken historical of the process of littoral urban occupation in the Island of Santa Catarina, a characterization of the maritime beach seafront of the Campeche in natural terms, being distinguished its particularities related to the Areas of Permanent Preservation and the forms of occupation of this space, as well as the incident ambient legislation in the study area. Therefore, the ambient and urban aspects are characterized in the scale of the territory of the Campeche and in the local scale of six stretches selected throughout its maritime beach seafront from the reading of its urban morphology and its uses. Based on the bibliographical revision concerning concepts brought for the ambient and urban approach and the characterization and analysis of the study area, some considerations from the local scale for the totality of the territory are traced, that is, thinking itself all from its parts; as well as searching to understand the selected stretches as parts of this all that would have to be structuralized and articulated in order to compose an only territory and not to be treated of fragmented form.
