Análise da transferência de tecnologia em universidades públicas

Abstract

A interação universidade-empresa (U-E) e a transferência de tecnologia (TT) são vistas como pilares fundamentais à atuação da universidade empreendedora, pois angariam recursos para financiamento de pesquisas, geram benefícios à sociedade e também auxiliam no desevolvimento econômico. No entanto, a TT no Brasil ainda é tímida e apresenta resultados baixos em comparação com outros países desenvolvidos. Nesse contexto, esta dissertação tem como proposta analisar a TT em universidades, mapeando o perfil dos NITs de universidades públicas visando identificar o nível de maturidade de TT nas instituições pesquisadas, bem como os entraves, facilitadores e papéis dos atores na TT. Trata-se de uma pesquisa quantitativa e qualitativa, com estratégia de estudo de casos múltiplos e com a utilização de análise de conteúdo como técnica para análise de dados. A análise quantitativa dos resultados demonstrou que apenas duas universidades de fato realizam TT, sendo as únicas instituições com NITs compatíveis com o perfil voltado a negócios e, em geral, foram encontrados diversos aspectos que demonstram baixa maturidade das universidades para a realização de TT. A análise qualitativa dos resultados mostrou que as universidades acreditam que devam proteger a PI, mesmo que o retorno financeiro seja baixo; a TT é muito burocrática, não há um processo para criação de empresas nas instituições, os NITs são reativos, apesar de serem considerados facilitadores à TT; a ineficiência do INPI, a não regulamentação do Novo Marco Legal de Ciência e Tecnologia e a falta de uma metodologia de valoração de tecnologias são alguns dos entraves encontrados para a realização da TT.

Abstract : The university-industry interaction(U-I) and the technology transfer (TT) are seen as fundamental pillars for the entrepreneurial university concept, as they raise funds for researches, generate benefits to society and also assist in the economic development. However, the TT in Brazil is still shy and demonstrates low results when comparing to other developed countries. In this context, this dissertation aims to analize TT in universities, mapping the profile of NITs of public universities, aiming to identify the level of maturity of TT in the studied institutions, as well as the obstacles, facilitators and roles of the actors in TT. It is a quantitative and qualitative research, with the strategy of multiple case of studies and with the use of content analysis as a technique for data analysis. The quantitative analysis of the results showed that only two universities actually do TT, being the only institutions with NITs compatible with "business-oriented" profile and, in general, several aspects were found that demonstrate the low maturity of the universities to do TT. The qualitative analysis of the results showed that universities believe they should protect IP, even if the financial return is low; the TT is very bureaucratic, there is no process to create companies in the institutions, the NITs are reactive, although they are considered facilitators of TT; the INPI's inefficiency, the non-regulation of the New Legal Framework for Science and Technology and the lack of a technology valuation methodology are some of the obstacles encountered for the implementation of TT.
