Sistema de indicadores para o monitoramento de informações em instituições de ensino superior comunitárias

Abstract

A realização desta dissertação teve como motivação a percepção da quantidade e a qualidade de informações que influenciam a tomada de decisão de gestores universitários e a dificuldade de acesso e acompanhamento das mesmas. Visando gerar contribuições para este processo, estabeleceu-se como objetivo compor um sistema de indicadores para o monitoramento de desempenho de IES Comunitárias sob a ótica de gestores universitários. A pesquisa é caracterizada como de filosofia pragmática, de lógica mista (indutiva e dedutiva), de abordagem qualitativa, descritiva e transversal. A composição do sistema proposto foi realizada em etapas. Inicialmente, foi realizado um estudo bibliográfico, tendo em vista a compreensão teórica sobre o tema. Na sequência foram realizadas entrevistas abertas presenciais com gestores universitários de uma IES Comunitária e a transcrição das mesmas e a identificação de unidades de registro, através de análise de conteúdo. A categorização das unidades de registro foi realizada em seguida, abrangendo 3 categorias. Um novo contato com os gestores foi realizado após, com a identificação de indicadores iniciais a partir das unidades de registro e categorias da análise de conteúdo. A verificação dos indicadores junto aos requisitos SMART ocorreu na sequência, com o relacionamento das categorias e dos 73 indicadores finais com os 13 subsistemas de produção do instrumento NIEPC logo após. Por fim, realizou-se a estruturação do sistema. Assim, o sistema de indicadores para avaliação e monitoramento do desempenho do sistema de produção de IES Comunitárias, apresentado nesta pesquisa, constitui uma metodologia desenvolvida especificamente para avaliar e monitorar o desempenho do sistema produtivo de ensino comunitário, além de poder contribuir significativamente com a estruturação do processo de benchmarking entre as IES Comunitárias e reforçar a presença dos subsistemas que compõem o instrumento de estudos do Núcleo Interdisciplinar de Estudos da Gestão da Produção e de Custos, na perspectiva de diferentes organizações e contextos.

Abstract : The achievement of this dissertation had as motivation the perception of the quantity and the quality of information that influence the decision making of university managers and the difficulty of access and monitoring of them. In order to generate contributions to this process, the objective was to compose a system of indicators for the monitoring of the performance of Community IES from the perspective of university managers. The research is characterized as of pragmatic philosophy, of mixed logic (inductive and deductive), of qualitative, descriptive and transversal approach. The composition of the proposed system was carried out in stages. Initially, a bibliographic study was carried out, in view of the theoretical understanding on the subject. Following this, we carried out open face-to-face interviews with university managers of a Community IES and the transcription of the same and the identification of registration units through content analysis. The categorization of the registry units was then performed, covering 3 categories. A new contact with the managers was carried out afterwards, with the identification of initial indicators from the registration units and content analysis categories. The verification of the indicators next to the SMART requirements occurred in sequence, with the relationship of the categories and the 73 final indicators with the 13 production subsystems of the NIEPC instrument after. Finally, the structuring of the system was carried out. Thus, the system of indicators for evaluation and monitoring of the performance of the system of production of Community IES, presented in this research, constitutes a methodology developed specifically to evaluate and monitor the performance of the productive system of community teaching, besides being able to contribute significantly to the structuring of the benchmarking process among the Community IES and reinforce the presence of the subsystems that make up the study instrument of the Interdisciplinary Nucleus of Studies of the Management of Production and Costs, from the perspective of different organizations and contexts.
