Filtro-bolha e efeito-bolha: uma abordagem neomaterialista do discurso e do dispositivo das bolhas nas plataformas online

Abstract

O Projeto de Lei (PL) 1904/2024, que trata da equiparação do crime de aborto ao de homicídio simples e desconsidera os excludentes de punibilidade, como o aborto em caso de estupro, encontrou nas plataformas digitais um espaço potente de mobilização pública, afetando o andamento do projeto na Câmara dos Deputados. Esta dissertação se apoia na emergente proposta de análise neomaterialista do discurso para refletir sobre o dispositivo das bolhas nas plataformas online e seus efeitos enquanto prática material-discursiva, tendo por acontecimento o PL 1904/2024. Para tanto, este percurso investigativo tem início com a análise do discurso de vertente foucaultiana, visando articulá-la com abordagens neomaterialistas, em especial a do realismo agencial, para pensar o fenômeno das bolhas nas plataformas online como um dispositivo que, dado um corte agencial, seleciona o filtro-bolha como causa e o efeito-bolha como efeito, se inscrevendo como um fenômeno-acontecimento compósito a partir da associação entre humanos e não-humanos em intra-ação. O trabalho tem por objetivo esboçar um tratamento teórico não exaustivo para o fenômeno das bolhas tendo em vista a abordagem neomaterialista do discurso e investigar o funcionamento do dispositivo da bolha a partir de um corpus estabelecido acerca do debate do PL 1904/2024 na Plataforma X, antes Twitter. Nesse sentido, a bolha digital é composta pelo filtro-bolha e pelo efeito-bolha, sendo esses uma condição inerente à navegação na internet plataformizada. Ela é resultado da intra-ação entre a agência da plataforma e do usuário, que conforma a seleção e recomendação de postagens de maneira a promover um agrupamento recursivo de usuários e conteúdos. Esse processo, orientado para maximizar o engajamento, fabrica e agrupa indivíduos a partir da tomada de seus dividuais ou fragmentos. Assim, a bolha, termo utilizado para designar espaços de pertencimento coletivo onde as interações de um indivíduo são limitadas a um círculo restrito de pessoas, assume um contorno diferente no digital, configurando-se como um espaço individual que é simultaneamente coletivo e fragmentado, onde cada usuário, em intra-ação com as plataformas digitais, experimenta um pertencimento individualizado dentro de um coletivo lacunar. Em termos discursivos, a fragmentação conversacional promovida pela bolha pode ser vista como uma forma de controle que restringe as condições de possibilidade para certos enunciados circularem ou serem reconhecidos, afetando sua função estratégica e impactando nas formas de participação e exclusão discursiva. A agentividade material é tomada como um elemento a priori da análise, dadas as limitações inerentes à opacidade do funcionamento da agentividade algorítmica da plataforma. Contudo, a bolha do PL 1904/2024 tem sua conformação polarizada, sendo essa também visível nas interações entre os usuários que compõe o corpus. No dispositivo da bolha do PL 1904/2024, são observadas três regularidades do seu funcionamento, que têm por efeito a produção do criminoso, da vítima e da lei, sempre em disputa no jogo discursivo polarizado que se estabelece. As regularidades organizam-se em torno dos eixos crime e segurança; tempo e vida qualificada; e moralidade cristã e estado democrático de direito.

Abstract: The Draft Bill (PL) 1904/2024, which equates abortion to simple homicide and disregards exemptions from punishment, such as abortion in cases of rape, has found in digital platforms a powerful space for public mobilization, influencing the bill?s progress in the Brazilian Chamber of Deputies. This dissertation draws on the emerging neomaterialist discourse analysis framework to reflect on the bubble dispositive in online platforms and its effects as a material-discursive practice, taking PL 1904/2024 as its central event. The investigation begins with an analysis rooted in Foucault?s discourse theory, aiming to articulate it with neomaterialist approaches, particularly agential realism, to conceptualize the phenomenon of bubbles in online platforms as a dispositive that, through an agential cut, positions the filter-bubble as the cause and the bubble-effect as the consequence, inscribing itself as a composite phenomenon-event arising from the association between humans and non-humans in intra-action. The dissertation seeks to outline a non-exhaustive theoretical treatment of the bubble phenomenon from a neomaterialist discourse perspective and to investigate the functioning of the bubble dispositive through a corpus established around the debate on PL 1904/2024 on Platform X, formerly Twitter. To this end, the digital bubble consists of the filter-bubble and the bubble-effect, which are inherent to navigating the platformized internet. It is the result of the intra-action between the agency of the platform and the user, shaping the selection and recommendation of posts in a way that promotes a recursive clustering of users and content. This process, oriented towards maximizing engagement, fabricates and clusters individuals by capturing their dividuals or fragments. Thus, the bubble, a term used to designate spaces of collective belonging where an individual?s interactions are limited to a restricted circle of people, takes on a different form in the digital realm, functioning as an individual space that is simultaneously collective and fragmented. In this space, each user, in intra-action with digital platforms, experiences individualized belonging within a lacunar collective. Discursively, the conversational fragmentation promoted by the bubble can be seen as a form of control that restricts the conditions of possibility for certain statements to circulate or be recognized, affecting their strategic function and influencing forms of discursive participation and exclusion. Material agency is taken as an a priori element of analysis, given the inherent limitations of the opacity surrounding the algorithmic agency of the platform. However, the bubble surrounding PL 1904/2024 exhibits a polarized configuration, visible in the interactions among the users comprising the corpus. Within the PL 1904/2024 bubble dispositive, three regularities of its functioning are observed, which produce the criminal, the victim, and the law, all in constant dispute within the polarized discursive game that unfolds. These regularities are organized around the axes of crime and security, time and qualified life, and Christian morality and the democratic rule of law.
