O apoio à migração venezuelana como política externa estadunidense (2015-2021)

Abstract

Por meio da Teoria Crítica das Relações Internacionais, este trabalho objetiva compreender como o apoio à imigração venezuelana é incorporado à política externa dos Estados Unidos. Com base em uma abordagem neogramsciana, apresentamos a ordem mundial como arquitetada e dominada por esse ator hegemônico simultaneamente através de estratégias de coerção e de consenso. Nesse sentido, busca-se apresentar como a relação dos Estados Unidos com a Venezuela se caracteriza por antagonismo e hostilidade após a eleição de Hugo Chávez, em 1998. Através da análise da política externa estadunidense, tradicionalmente caracterizada por práticas de intervenção na América Latina, evidenciamos aqui o caráter intervencionista da sua política externa para a Venezuela e como esta postura é fator central para o cenário atual da Venezuela no âmbito da migração. Desse modo, a migração é apresentada tanto como produto da intervenção estadunidense como instrumento retórico do regime de isolamento internacional do país latino. Ademais, analisa-se também o papel das instituições transnacionais, sejam as organizações internacionais ou a mídia internacional, na consolidação e manutenção da ordem mundial hegemônica. Assim, através de uma metodologia hipotético dedutiva chegamos à conclusão de que o apoio estadunidense à imigração venezuelana é parte de uma estratégia de mudança de regime conduzida por meio dos instrumentos de dominação hegemônica dos Estados Unidos.

Through Critical Theory of International Relations this study seeks to demonstrate how the assistance to Venezuelan migrants is incorporated into the foreign policy of the United States. Based in a neo-Gramscian approach we present the world order as constructed and dominated by the hegemonic actor simultaneously through coercion and consensus. We aim to present the relation between United States and Venezuela as one of antagonism after the election of Hugo Chávez, in 1998. Thus, by an analysis of the traditional external positioning of the United States, we demonstrate the interventionist character of its foreign policy and how it is a major factor to the critical scenario of today’s Venezuela. Migration is presented as both a product of United States’ intervention and as a rhetorical instrument of the regime of international isolation of the Latin country. Furthermore, we also analyze the role of transnational institutions, be it international organizations or the international media, in the consolidation and conservation of the hegemonic world order. By a hypothetical-deductive methodology, we conclude that the United States’ support of Venezuelan migrants is part of a wider strategy of regime change conducted through the instruments of US hegemonic domination.
