Pluricultural e bilíngue?: as políticas linguísticas do Paraguai de 1967 a 2015

Abstract

Uma pesquisa consiste em delinear a trajetória histórica das políticas linguísticas oficiais do Estado paraguaio a partir do reconhecimento constitucional da língua guarani junto à língua espanhola em 1967, passando pela cooficialização do guarani em 1992, além das implementações de fato destas políticas governamentais, e das práticas e ideologias linguísticas em jogo na sociedade paraguaia. Para tal, a pesquisa tem como base a documentação oficial do Estado, como projetos de lei e de reformas, como Constituições paraguaias de 1967 e de 1992, resoluções oficiais de órgãos do governo, além de pesquisas acadêmicas e artigos jornalísticos sobre a implementação dessas políticas linguísticas e também sobre as ideologias linguísticas em debate no Paraguai. A pesquisa pretende se debruçar historicamente até a criação da Secretaria de Políticas Linguísticas do Paraguai em 2011 e a finalização da construção da gramática guarani em 2015, além de utilizar dados dos Censos de 1992 a 2012.

Abstract: The research consists of outlining the historical trajectory of the official linguistic policies of the Paraguayan State from the constitutional recognition of the Guarani language together with the Spanish language in 1967, passing through the co-officialization of Guarani in 1992, in addition to the actual implementation of these government policies, and the practices and linguistic ideologies at play in Paraguayan society. To this end, the research is based on official State documentation, such as bills and reforms, the Paraguayan Constitutions of 1967 and 1992, official resolutions by government bodies, as well as academic research and journalistic articles on the implementation of these language policies and also about the linguistic ideologies under debate in Paraguay. The research intends to focus historically until the creation of the Secretariat of Language Policies of Paraguay in 2011 and the completion of the construction of the Guarani grammar in 2015, in addition to using data from the Censuses from 1992 to 2012.
